Magnolia Gardens is a 68 unit apartment facility located on 6 acres on the eastern edge of Suffolk, Virginia. The building opened in 2001.
All apartments in Magnolia Gardens offer Section 8 rent subsidy. Residents pay 30% of their Adjusted Gross Income for rent. Utilities, other than cable TV and telephone, are included in the rent. Magnolia Gardens offers no nursing care. Each apartment is equipped with a pull cord to summon help in an emergency. Effective May 1, 2020, the facility will be “smoke free.” Smoking will not be allowed in the building or within 25 feet of any entrance.
All apartments at Magnolia Gardens are one bedroom units and designed to meet the needs of handicapped residents. The building has two elevators, a laundry room, a computer café, and a library. All apartments have kitchens equipped with a range, range hood, and refrigerator. Residents are responsible for their own meals.
Emphasis has been placed on the safety and security of all residents. The building is equipped with an automatic sprinkler system for fire suppression. Exterior doors are alarmed to alert residents and staff of unauthorized entry. There is video monitoring in high traffic areas of the building. The lobby doors are monitored during normal business hours. There is also an on-site night manager to provide emergency coverage at nights and on weekends.
Magnolia Gardens has extensive community space available to all residents. All three floors have lounge areas. There is a multi-purpose room on the first floor. The grounds offer ample space for fresh air in a safe environment. Magnolia Gardens is owned by Magnolia Gardens, Inc., a sister corporation to Norfolk Urban Outreach Ministry. Both are non-profit entities with oversight from volunteer boards.
Magnolia Gardens was made possible through funding by the U.S. Department of Housing and Urban Development (HUD). The funding was augmented by generous gifts from individual donors, Norfolk Urban Outreach Ministry, and St. Paul’s Episcopal Church in Suffolk.

Tax deductible gifts may be made to the Magnolia Gardens Resident Activities Fund which is used to defray the cost of activities and events for the residents.
Requirements
Under the HUD Section 8 Program, a tenant’s portion of the rent is based on 30% of Adjusted Gross Income. Applicants must be at least 62 years old and meet HUD approved annual income limits. All interested applicants must complete an Application Form to determine eligibility.
In order to accurately calculate an applicant’s rent, a number of documents are required. These requirements change from time to time, as HUD regulations change. Interested persons may contact the Project Manager at 757-923-4260 for details.
Magnolia Gardens usually has a lengthy waiting list. Persons interested in applying for residency should contact the Project Manager well in advance for information, application forms, and requirements.
